Currently, the protection of intellectual property rights in China gets more and more stronger, the legal environment of intellectual property in China gets more perfect, the quality of intellectual property supervision continuous strengthening, the cooperation of intellectual property continued to deepen, the awareness of intellectual property rights protection of domestic innovation subjects is constantly improving, the trade war between China and USA has forced China to further strengthen its strategic resolve to pursue the innovation-driven development, and further accelerate the pace of building a strong country with intellectual property rights. On November 23, 2019, the general office of the CPC central committee and the general office of the state council promulgated “The Opinions on Strengthening Intellectual Property Protection”, which further provided a strong policy guarantee and an unprecedented intellectual property protection environment for the smooth development and promotion of IPR protection. 

CPLT believes that the factors influencing the development of local China's Intellectual Property Rights Rapid Protection Center come from both external and internal aspects, its core factor lies in the active degree of industrial innovation development and the degree of government's attention to rights protection assistance. On this basis, CPLT accordingly constructs the system models of the internal and external working system for the local China's Intellectual Property Rights Rapid Protection Center, and made the system dynamics analysis. CPLT therefore concluded that four main scenarios are needed to the local China's Intellectual Property Rights Rapid Protection Center.
